arrive at和arrive in 意思相同，都是到达。arrive at是指到达小地方，arrive in是到达大地方。arrive at后面一般接station，airport，destination等表示小范围的地点。
arrive in和arrive at区别
arrive in +大地方，arrive at +小地方。
当我们用介词at时，通常把后面所接的地方看成一个点，而当用in 时，则把后面所接地方看成是一个面（大范围的面）。所以arrive at后面一般接:station,airport, destination等表示小范围的地点。例如：
We arrived at the Shanghai Railway Station at 11:00 pm last night.
When we arrived at Wuhan Airport, it's midnight.
arrive in后面一般接国家，大城市之类表示大范围的地点。例如：
When did you arrive in Beijing?
It was the cold season when I arrived in Germany.
还有一点需要注意的是城市的大小是没有绝对标准的，在选择是用at还是用in时，要根据上下文的意思来判断该把该城市看成点还是面，以决定取舍。
如果要强调“到达......里面”，尽管是小地点，我们也应用in.比如说arrive in harbour(抵达港内）而不用arrive at harbour
最后应当注意的是：不管是arrive at还是arrive in,都是一次短暂动作，一般不用进行时态，也不能用带有表一段时间状语的完成式。
相同：意思相同，arrive at和arrive in是完全一样的，都是“到达”。
